plans: extract TickEFP residue, delete legacy-text-protocol-cleanup (#649)

The text-protocol cleanup arc concluded at floor 213 (PR #632, archive
issue #645). Replaced the 181-line tracker with a focused TickEFP-residue
plan covering the helpers that survive specifically to support
decode_tick_efp. Updated CLAUDE.md rule 19 to drop the dead link.
