Fix tags fetch for read-only filesystems (#1617)

* Fix tags fetch for read-only filesystems

Build tarballs and extract tag content entirely in memory instead of
writing to a temporary directory on disk. This fixes a crash in
production where the app runs on a read-only filesystem.

Fixes SITE-97

* Fix tar path prefix in test_mocked_fetch
