Implement a matcher for branded shops (#271)

With current ATP and OSM data, it takes 42 seconds on a MacBook Air 2026
with 10 Apple M5 CPU cores to find the best match for 1714107 shops
in AllThePlaces, computing scores for 79383683 candidates in OpenStreetMap,
resulting in 693400 matches.

130 of 138 new or added lines in 2 files covered. (94.2%)

12 existing lines in 2 files now uncovered.

3370 of 3586 relevant lines covered (93.98%)
