[ODY-2890] Inline code-review reusable workflow

GitHub disallows public repos from calling reusable workflows in
private repos, so the centrally-hosted styleseat/.github workflow
fails to resolve when invoked from satchless (still public until
ODY-2890 ships to prod). Vendor the reusable workflow file in here
and have the local code-review.yml call it via `./.github/workflows/...`.

Once satchless is flipped private, revert this by running
`scripts/install-code-review-workflow.sh styleseat/satchless` from
styleseat/.github to switch back to the central, auto-updating copy.

Also simplifies the consumer file: dropped the stable/pre channel
switch because the local copy is a single snapshot anyway.
