* ci: release from maintenance branches; suppress rolling Docker tags on prereleases

Allow release.yml to be dispatched against `main` or a `<major>.x`
maintenance branch (e.g. `0.x`, `1.x`), with a major-match check so
`0.x` cannot release `1.y.z` and vice versa. Branch-fixed API ref
operations now follow the dispatched branch.

GoReleaser keeps :latest, :v{Major}, and :v{Major}.{Minor} (and their
legacy- twins) pointing at the stable line during a prerelease cut by
gating the rolling image_templates behind {{ if not .Prerelease }} and
adding skip_push: "{{ .Prerelease }}" to the rolling docker_manifests.
The exact :{Tag} (e.g. :1.0.0-beta.1) is still pushed.
