test: drop unused Application.put_env in test_helper

`Application.put_env(:deputy, :http_client, Deputy.HTTPClient.Mock)`
configured an env var nothing in `lib/` ever reads — every test passes
the mock client explicitly via `Deputy.new(http_client: ...)`. Remove
the dead config so the helper accurately reflects how clients are
wired in tests.
