Emit lcov coverage report for Coveralls

The CI coverage job ran node --test --experimental-test-coverage which only
prints to stdout, leaving the Coveralls action with nothing to upload. Add
the lcov test reporter so an lcov.info file is produced and point the
Coveralls step at it.
