fix: Fix built-in account detection and local user prefix in set-service-account.ps1 (#2247)

- Fix $isBuiltinTarget logic to use explicit built-in account list instead of
  incorrectly treating all accounts without backslash as built-in
- Ensure local user accounts (e.g., "ntest") get ".\\" prefix for WMI
- Use $Username instead of $credential.UserName in WMI Change call to
  ensure correctly formatted username is passed
