refactor(core): extract advance_cursor helper from try_grant (#563)

Move the post-grant cursor normalization (introduced in #430) into a
private associated fn next to `project_grant`. The exact-fill invariant
the comment guards now lives on the helper rather than buried inside
`try_grant`, and `try_grant` reads as project → construct → advance
cursor.

Pure refactor: no behavior change. The existing
`exact_fill_grant_normalizes_stored_state_to_packable` and
`logical_wraps_to_next_physical_ms` tests cover both branches of the
helper.
