docs(bestpractices): trim long justifications under the 50 KB BadgeApp cap (#557)

Closes #554.

`.bestpractices.json` was 53,108 bytes — over the 50,000-byte BadgeApp
Detective auto-import cap that PR #551 already flagged as a follow-up.
This trims 26 of the longest justifications, dropping the file to
49,609 bytes (UNDER cap with ~390 bytes of headroom).

All trims preserve URL anchors (the part BadgeApp surfaces to reviewers)
and concrete file/workflow references; only verbose narration and
duplicated context across overlapping criteria were removed. No status
fields were changed — Met / Unmet / N/A all preserved.
