docs: refresh .bestpractices.json — flip 9 Silver criteria, refine 3 org gaps

Update justifications for the OpenSSF Best Practices Silver-tier
criteria closed by PRs #542 (governance/roadmap/assurance/onboarding),
#543 (DCO sign-off), and #544 (signed release tags):

  Flipped Unmet -> Met (9):
  - governance, roles_responsibilities, access_continuity
  - documentation_roadmap, documentation_achievements
  - assurance_case, small_tasks
  - dco, version_tags_signed

Refine the action plans on the three remaining organizational
criteria (bus_factor, two_person_review, contributors_unassociated)
so each documents the concrete prerequisite for Met (designating a
second active maintainer + enabling branch protection required
reviewers >= 2 + contributor-base outreach) rather than a vague
"grow the maintainer pool" note.

After this lands, submit on https://www.bestpractices.dev/projects/12991
for BadgeApp re-ingestion.
