docs: trim .bestpractices.json under BadgeApp's 50KB Detective cap (#519)

The file added in #515 was 50,912 bytes, but BadgeApp's RepoJsonDetective
caps reads at MAX_FILE_SIZE = 50,000 (app/lib/repo_json_detective.rb).
Files over the cap return blank content; `next if content.blank?` then
silently skips both fallback paths and analyze() returns no proposals.
Net effect on bestpractices.dev project #12991: the robot-icon save
produced zero highlighted fields with no surfaced error.

Trim the six longest justifications (test, know_secure_design,
dynamic_analysis_fixed, know_common_errors, static_analysis,
vulnerability_response_process, input_validation) to land at 49,816
bytes (184 bytes headroom). All 200 fields (100 status + 100
justification) preserved; concrete evidence (workflow filenames,
URLs, file paths, fuzz target names) kept; only redundant prose cut.
