docs: add .bestpractices.json seeding OpenSSF badge proposals (#515)

Seeds the bestpractices.dev project entry (#12991) with proposals for
every criterion that was still at "?" across passing, silver, and gold —
100 proposals total, each with a written justification grounded in the
current repo state (CI workflows, SECURITY.md, deny.toml, clippy/-D
warnings, the fuzz + kube-e2e + stress test surfaces, etc.).

The bestpractices.dev badge system auto-reads .bestpractices.json from
the default branch on every save. Proposals only fill blank fields by
default, so this file never overwrites answers already saved through
the UI — it only seeds the un-answered ones.

Breakdown:
- 71 Met, backed by concrete evidence in this repo
- 10 N/A (no website auth, no UI, no implemented crypto, GNU-build vars)
- 19 Unmet, each ending in an explicit "Action:" line so the gaps
  are tracked: governance docs, written test policy, signed releases,
  two-person review, branch coverage, etc.
