ci: add umbrella `tsoracle` image variant with all drivers (#501)

The release-images workflow shipped two lean per-driver images
(`tsoracle-file`, `tsoracle-openraft`) but no fat image bundling all
drivers, even though the Dockerfile's `ARG FEATURES=""` path was already
designed to produce one (cargo's default features = file+openraft+paxos).

Add a third matrix variant `umbrella` that builds and publishes the
fat image as plain `tsoracle:<ver>` (and `:latest` on tag pushes),
alongside the existing per-driver images. To decouple the matrix label
from the image name and cargo features (the previous code used the
variant string for both), refactor the matrix to carry explicit `image`
and `features` columns via `include:`.

Also add the umbrella build to the `pr-smoke` job so PRs touching the
build envelope catch fat-build regressions, not just lean-build ones.
