fix(activitypub): regenerate topic title when post with generatedTitle is edited

When a post with generatedTitle=1 is edited via ActivityPub Update, the
topic title should be regenerated from the new post content. Previously
this was gated by whether 'title' itself was changed, which it wasn't
because generated-title topics have no explicit title.

This commit:
1. Replaces the regex-based Helpers.generateTitle with the superior
   tokenizer.sentences approach from notes.js
2. Adds title regeneration logic in inbox.update for topics with
   generatedTitle when the Update object has no name field

Fixes #14015
