Enforce get_local_storage flags argument must be zero (#1129)

The kernel requires that bpf_get_local_storage's flags argument (R2) is
provably zero. Add zero_args_mask to EbpfHelperPrototype and
CallContract to express per-argument zero constraints, with a new
ValidArgZero assertion type that checks the value at verification time.

Closes #1124
