fix cluster wide certConfigMap

you can use the trustedCA field to define cluster wide
certs that get applied to every future importer pod.
However, these certs only get copied to /proxycerts.
Change logic to collect proxy certs if they exist
even when the certConfigMap is not defined in a DV.
