refactor(activitypub): simplify signature verification in middleware

- Remove method-gated passthrough check; bypass verification for
  /actor and /uid/:id paths regardless of HTTP method.
- Verify signatures based solely on presence of the signature header,
  not on HTTP method.
- Move req.uid extraction inside the signature verification block so
  it only runs when a signature was actually present and verified.
