docs: restore inline comments stripped in #1105 (#1149)

* docs: restore inline comments stripped in #1105

When ExchangeHandlerFacet and ExchangeCommitFacet were refactored to
extract ExchangeRedeemBase and ExchangeCommitBase, the code was copied
but all inline (non-natspec) comments were dropped. This commit copies
them back verbatim from the original implementations.
