feat(validation): reject nil/empty values and validate timesheet ops

Tighten `Deputy.Validation.required_fields/2`: a required field present
with value `nil` or `""` now fails pre-flight instead of being forwarded
to Deputy and rejected server-side with a less actionable error.

Apply the same required-field check to `Deputy.Timesheets.stop/2` and
`Deputy.Timesheets.pause/2`, which previously silently allowed callers
to omit `intTimesheetId`. Brings them in line with `start/2`.

Add `Deputy.ValidationTest` covering the new semantics.
