fix: combine aznfs arch detection and download into single RUN

The conditional RUN that switches aznfsTarPkgName for arm64 doesn't
affect the subsequent RUN curl because each RUN executes in a separate
shell. Combine them into a single RUN so the computed tarball name is
used in the same instruction.
