[feature] Add cross-organization login flow #1055

Introduces a dedicated cross-organization flow component to centralize
post-authentication onboarding logic for users logging into a different
organization.

This flow ensures organization-specific requirements are met before granting
access in the target organization. Users will be redirected to mobile phone
verification if enabled in the target organization, or to the complete-signup
page if subscriptions are enabled, allowing them to review and switch plans
before completing onboarding.
