EKS e2e deploy tooling + graceful leadership handoff on shutdown (#423)

* test(e2e): EKS image build/push tooling for the staging lane

* feat(openraft-standalone): hand off leadership on SIGTERM

On drain the node now transfers leadership to the most caught-up voter before
the gRPC server stops accepting, instead of letting peers wait out an election
timeout. Wires a TransferLeader RPC into the peer transport (the default
RaftNetworkV2::transfer_leader is a no-op that drops the request) and sequences
the handoff into the shutdown future. Cuts the NOT_LEADER window a rolling
restart opens on slower (EBS-backed) clusters.
