Reduce use of crypto crates unused on main codepath

There are 3 crypto-related rust crates depended on here:
- rsa
- sha1
- sha2

Rsa is listed as having a vuln (and is unused), sha1 and sha2
are only used in tests.

Delete rsa and move sha1 and sha2 to be dev dependencies only.
