step54: Add functional iconv round-trip test via umbrella header

Added end-to-end test verifying the iconv_transcode pipe works correctly when
accessed through the umbrella header. Tests UTF-8 → UTF-32LE transcoding with
real iconv functions available from make_real_iconv_fns().

Test count: 611 → 612 C++ tests. All pass with C++/CMake linting clean.
