test(repo): declare pageRetries fixture with option: true for Playwright v1.60 compatibility

  * playwright v1.60 requires fixtures overridable in config
    `use` section to be registered with `{ option: true }`
  * replaces the previous workaround that read from `testInfo.project.use` directly
