[BUGFIX] Fix path to the Composer cache in GitHub Actions (#2400)

GitHub Actions do not use the user's home directory as project
root. `runTests.sh` uses the project root for Composer caches,
though.

So we must not use `~/` as prefix for persisting the Composer
cache in actions that use `runTests.sh`.

(The code coverage workflow keeps using the Composer cache
directory in the user's home as that workflow is not using
`runTests.sh` yet.)
