Added missing SPDX-License-Identifier headers to infra, CI, pre-commit, markdownlint, CONTRIBUTING, port and cmake config files (Config.cmake.in header reordered to put SPDX first).
Updated infra/.beman_submodule commit_hash to 9bd493ce1.
Added .beman-tidy.yaml config file (non-exemplar variant with no disabled rules).
Bumped infra-workflows to 1.7.1, bumped infra/.beman_submodule to 66b4f0cdf, switched module/BMI install paths to CMAKE_INSTALL_DATADIR, and added infra/cmake/enable-experimental-import-std.cmake to support modules.
