project: require click >=8.4.1

click 8.4.0 introduced a regression in echo_via_pager that closes the
CliRunner's stdout, breaking the test suite. The issue is fixed in
8.4.1, so raise the floor and refresh the lock.

Add a per-package exclude-newer override for click (the global "1 week"
cutoff would otherwise hold the resolver to 8.4.0), and drop the
niquests-mock override which is no longer needed now that 0.3.1 is
outside the cutoff window.
