✨ feat: add CLI interface with validate and update commands

Add a complete command-line interface for the babeli translation tool with the following features:

- Implement 'validate' command to check translation files for errors
- Implement 'update' command to automatically fix translation issues
- Add yargs for argument parsing and @clack/prompts for interactive UI
- Support both single and multi-file configurations with language prefixes
- Add comprehensive test coverage for CLI commands and configuration
- Export CLI entry point from main index.ts
- Configure bin entry point in package.json for npm installation

New files:
- src/cli/index.ts - Main CLI entry point
- src/cli/main.ts - CLI runner with yargs configuration
- src/cli/commands.ts - Validate and update command implementations
- src/cli/config.ts - CLI configuration builder
- src/cli/*.test.ts - Test files for CLI functionality
