add llms.txt generator sphinx extension

Generates llms.txt and llms-full.txt on HTML build so LLMs can discover
and consume the raw documentation sources without HTML parsing overhead.
Also adds <link rel="llms-txt"> to all pages and fixes a stale __file__
string bug in conf.py sys.path setup.
