chore(deps): bump commitlint to 21 and actions/cache to v5 (#302)

* chore(deps-dev): bump commitlint packages to 21.0.1

Bumps @commitlint/cli, @commitlint/config-conventional, and
@commitlint/format from 20.5.x to 21.0.1.

v21 raises commitlint's minimum Node to 22, which matches this
package's existing engines.node requirement, and changes the default
input rendering to a new line (with --legacy-output available as a
transitional escape hatch). The existing .commitlintrc.mjs config
loads and validates messages unchanged.

Supersedes #296, #297, #298.

* ci(deps): bump actions/cache from 4 to 5

v5 runs on the Node.js 24 runtime. The release workflow uses
GitHub-hosted runners only, so no self-hosted runner version
constraint applies.

Supersedes #299.

* ci(deps): bump pr-title.yml commitlint pins to 21

The PR title validation workflow pins commitlint majors separately
via npx so it can skip `npm ci`. Its comment notes the pins are meant
to match package.json's caret range — bumping them to @21 alongside
the package.json bump in this branch.
