docs: rewrite phase 2 plan for full WHATWG codec scope

Step 17 is now data tooling (acquire indexes, Python parser, generate
tables). Plan covers all 22 single-byte codecs (decode + encode), all
7 multi-byte codecs (decode + encode), UTF-16, and round-trip tests.
Downloaded data goes in docs/whatwg-indexes/ with provenance doc.
