Add impsy init command to scaffold a workspace (#86)

`impsy init [DIRECTORY]` creates `logs/`, `datasets/`, `models/` and
writes the bundled default config template to `config.toml`. With no
positional argument it operates on the current directory; with `--force`
it overwrites an existing `config.toml`.

Pre-existing directories (and their contents) are always preserved.
`config.toml` is left alone without `--force` and the user is told to
re-run with the flag if they really want to overwrite. Output prints
a one-line status per item plus a 3-step "next steps" footer so a
first-time pip user knows what to do next.

The bundled-template lookup that webui used to do inline now lives in
`impsy.data.default_config_template()`, shared between the new init
command and `web_interface.py`'s first-run auto-create path.
