feat(site): add Paxos explainer post with animated diagrams (#179)

Mirror the "Raft, in pictures" treatment for Paxos at weight 7:
classic single-decree, dueling-proposers livelock, and Multi-Paxos
leader takeover. Three new D3 animations (prepare/accept, livelock,
handoff) on a new paxos_animation Tera shortcode and a
paxos-animation.js renderer adapted from the raft one with Paxos
vocabulary (proposer/acceptor/leader states, ballot/promise events).
Motivates the omnipaxos driver work landing in tsoracle-paxos-toolkit.
