Deflake model service and slash command output tests (#2001)

* test: deflake model and slash command tests

Avoid built-in provider initialization in model-service coverage and stub async markdown rendering in SlashCommandOutput tests so timing does not decide results.

* test: address flaky test review feedback

Move refresh coverage under the refreshModels suite and assert SlashCommandOutput passes exact markdown props to the mocked renderer.
