* Add _wrapped_get_array server helper for QUALIPHIDE run loading

Cleans up an ad-hoc analysis snippet into reusable helpers in utils.py:
_list_runs_and_configs, _find_config_for_run, and _wrapped_get_array.
Fixes mutable default args, removes eval() and bare except, drops the
import-time np.load default, and uses os.path.basename instead of
Windows-only string splitting. Mirror channel and server base-folder
constants moved to constants.py (MIRROR_CHANNELS, QUALIPHIDE_BASE_FOLDERS).
exclude_mirror now defaults to False, pre_defined_runlist has no default,
and check_available is a real tuple instead of an accidental bare string.

* Use PHOTON_25um_meV constant for energy conversion in _wrapped_get_array

Replace the inline magic number 49.64 in the energy_range filter with the
canonical PHOTON_25um_meV constant (49.62) from straxion.constants.
