Skip patch-version updates in maven and pip ecosystems (#529)

Patch bumps (`3.5.0 → 3.5.1`) outpaced the review value they were
delivering—routine PRs like the spotless and maven-enforcer patches
across the last few weeks added churn without semantic content for
this project. Drop them from version-updates by ignoring
`version-update:semver-patch` per-ecosystem.

CVE-driven patches still arrive: dependabot's security-update path
bypasses `version-update:*` ignore rules, so a vulnerability against a
pinned patch level still produces a PR under the security-update
workflow. The spotless 3.5.0 → 3.5.1 CVE fix (CVE-2025-67030) is the
exact case the security-update path is designed for.

`github-actions` block is unchanged: action versions are typically
pinned to major tags (`@v4`), and what dependabot ships there isn't
classified as semver-patch in the same way.

`tensorflow` ignore in the python-tooling block is preserved (still
pinned to 2.9.3 by test fixtures).
