ci: drop Python 3.8 and 3.9 from test matrix

pytest 9.0 requires Python >=3.10, so the 3.8/3.9 jobs fail at
dependency install ('No matching distribution found for pytest==9.0.3').
Both versions are EOL/near-EOL; drop them so the pytest 9 bump can land.
