chore(deps): migrate from fn-pcg to pcg (#1712)

Replace the `fn-pcg` package (2.0.1) with the rebranded `pcg` (3.0.0).
The public surface used here (`createPcg32`, `randomInt`, `PCGState`)
is compatible, so this is a drop-in import path swap. The `PCGState`
type now lives at the package root rather than `fn-pcg/dist/types`.
