Enable Renovate vulnerability alerts to trigger immediately (#5367)

Security-fixing upgrades now bypass the weekend schedule and open a PR
as soon as Renovate detects a CVE against a used dependency, preventing
the scenario where new vulnerabilities break CI on all branches for days
until the weekend run fires.

Routine dependency updates are unaffected and continue to batch on the
existing weekend schedule.
