feat: expose cli (#601)

* feat: add CLI

Introduce an `openapi-ts-json-schema` binary built on citty, with two
mutually exclusive modes: passing options as flags, or pointing to a
JS/TS config file loaded via jiti.

Flag names mirror the API's Options keys (kebab-cased for multi-word
ones) so the CLI surface and the programmatic API stay in lockstep.

Add fixture-based config files under test/fixtures/cli-configs/ and tests
for --single flag mode, non-object config defaults, and missing default
exports. Simplify cliCommand to drop unnecessary ternaries around splitList.

* test: cover cli.ts via in-process import in cli.test.ts

Await runMain at the top level so a dynamic import of cli.ts settles only
once the command finishes, then exercise it through process.argv from the
main CLI test file. Removes the standalone cli-entry test.
