chore(deepwiki): add .devin/wiki.json to steer wiki generation (#107)

Adds an explicit page list and repo-level steering notes for DeepWiki
(https://docs.devin.ai/work-with-devin/deepwiki#steering-deepwiki).

The pages array mirrors the curated `docs/*.md` table of contents, with
hierarchy (e.g. allocator and critical-path under Architecture Deep Dive;
file/openraft/toolkit drivers under Consensus Integration; fence and TLS
under Server; stress/failpoint/fuzz under Testing). repo_notes establish
the layered crate-reading order, point the generator at the prose docs
as source of truth, blacklist paths that aren't user-facing, and pin the
two load-bearing invariants (strict monotonicity + sparse-but-ordered
packed integer space) so they aren't restated incorrectly.
