market_data: lift IgnoreSize from historical:: to market_data:: (#617)

Precursor for the realtime TickByTickBuilder (plans/realtime-builders.md
PR 2). IgnoreSize was added in PR #613 at historical::IgnoreSize for the
HistoricalTicksBuilder's .bid_ask(IgnoreSize) terminal. The same wire
flag applies to realtime tick-by-tick subscriptions, so the enum lifts
to a shared home alongside TradingHours.

No type changes — IgnoreSize itself unchanged (Yes / No). Prelude entry
preserved; users importing via prelude see no difference. The
historical:: re-export is removed.

Includes the realtime-builders plan file as part of this PR (sets up
the 3-PR sweep context for the next two PRs).

Migration §27 documents the path move.
