* chore(deps): bump dependency versions

- typescript 5.9.3 -> 6.0.3
- typescript-eslint 8.59.3 -> 8.59.4
- ts-jest 29.4.9 -> 29.4.11

Add ignoreDeprecations: "6.0" to tsconfig to suppress baseUrl
deprecation warning from tsup's DTS build under TypeScript 6.

* chore(deps): add missing @eslint/js devDependency

eslint.config.js imports @eslint/js but it was not declared as a
dependency, causing `npm run lint` to fail with ERR_MODULE_NOT_FOUND
in CI.
