* enh: add const Node fetch and child methods

Add const variants of Node's fetch, fetch_ptr and operator[]
methods.

Add NodeConstIterator, Node::ConstValue to support const access
to a node's children.

Use const Node refs in relay for save (and write) operations.

* enh: use const in blueprint interface

use const for nodes passed to blueprint verify, and in mcarray

also removed generic blueprint::transform interface. Specific
transforms and property queries will live in each protocol's
namespace.

* enh: add more unit tests for coverage
