docs(contributing): document LLVM/Clang prerequisite for RocksDB builds (#63)

`librocksdb-sys` invokes `bindgen` during `cargo build`, which needs
`libclang` to generate FFI bindings. The default features of
`tsoracle-openraft-toolkit` (`rocksdb-log-store`) and
`tsoracle-driver-openraft` (`rocksdb-snapshot-store`) enable the
`rocksdb` dependency, so any workspace build pulls it in.

CI already installs `clang libclang-dev` in the test, coverage, and
stress-smoke jobs; this closes the local-dev gap so a fresh clone gets
the same up-front guidance instead of an opaque bindgen failure on first
build. Includes the `LIBCLANG_PATH` / `LLVM_CONFIG_PATH` escape hatch for
macOS contributors whose `bindgen` can't auto-locate libclang via the
Xcode Command Line Tools.
