Anchor `testHasLikelyTensorParameter59` to upstream/downstream flip targets

Plant three pinning TODOs around the ragged-tensor precision audit so the
current imprecise behavior is documented as imprecise—each TODO names the
issue whose resolution flips the assertion or transformation.

- Layer 1 (Ariadne): wala/ML#544 will introduce a typed `RaggedDim`;
  the test currently pins raw `null` and will be updated to `new RaggedDim()`.
- Layer 2 (Hybridize): #524 will emit `RaggedTensorSpec` instead of
  collapsing ragged markers to `SymbolicDim("?")` wildcards in a `TensorSpec`.
- Translation site in `Function#inferInputSignature` carries both refs so a
  reader sees the flip targets where the wildcard is emitted.
