project: restore wiswa-typing dependency

Re-declare wiswa-typing as a runtime dependency. wiswa.vcs.gitlab
imports PackageManager and ProjectType from wiswa.typing at module
load time, so the dep was always required at runtime; it was
inadvertently dropped from the dependency lists in an earlier
consolidation commit and only survived because the editable
development environment already had wiswa-typing installed.

Add wiswa-typing back to pyproject.toml [project] dependencies and
.wiswa.jsonnet python_deps.main so a fresh pipx install pulls it.
Restore the matching [tool.uv.exclude-newer-package] override
(wiswa-typing = false) and its .wiswa.jsonnet mirror; the global
exclude-newer = "1 week" cutoff otherwise filters out wiswa-typing's
v0.0.1 release as too recent and uv lock fails with no solution.

Regenerate uv.lock to include wiswa-typing v0.0.1 and the incidental
ty / urllib3-future patch bumps that the resync picked up.
