* HDXPIPE-110: Update license to CC BY 4.0 and add attribution caveats

Changes based on data contributor feedback: switch license_id from
hdx-other to cc-by (matching the actual CC BY 4.0 license of EFFIS/GWIS
data), and populate the caveats field with source attribution, links to
original data collections, and a note that data is derived from
WMS/WFS services.
